Torah Temimah cites Sifra (Toras Kohanim) for the completion requirement for textile materials before they become susceptible to garment tzaraas.

Core Text of Chazal

Core Text — Sifra (Toras Kohanim)

English: Might warp, woof, and related textile materials become susceptible immediately? The word “garment” teaches that, like a finished garment, each becomes susceptible only when its manufacture is complete.
