וְכֹל אֲשֶׁר אֵין לוֹ. וְכֹל – לְרַבּוֹת אֲפִלּוּ בַּעַל עֲצָמוֹת וְאֵינוֹ פּוֹרֶה וְרָבֶה, אוֹ זֶה שֶׁפּוֹרֶה וְרָבֶה וְאֵינוֹ בַּעַל עֲצָמוֹת.
Comprehensive extension — The word “all” extends the prohibition to unusual aquatic creatures, including those with only one of the possible physical characteristics.
The word וכל extends the prohibition beyond ordinary fish to creatures lacking the expected combination of bones and reproduction.
