TT points to the second offering of the miluim — the olah ram — with semichah by Aharon and sons and the blood service by Moshe.
ויקריב את איל העולה ויסמכו אהרן ובניו את ידיהם על ראש האיל — סמיכה על איל העולה.
“And he brought near the ram of the burnt-offering, and Aharon and his sons laid their hands upon the head of the ram.”
The olah ram of the miluim receives semichah from Aharon and his sons; Moshe dashes its blood on the altar.
