אָמַר רַבִּי יִצְחָק: אֵין מַעֲמִידִין פַּרְנָס עַל הַצִּבּוּר אֶלָּא אִם כֵּן נִמְלָכִין בַּצִּבּוּר, שֶׁנֶּאֱמַר: וַיֹּאמֶר מֹשֶׁה אֶל בְּנֵי יִשְׂרָאֵל רְאוּ קָרָא ה׳ בְּשֵׁם בְּצַלְאֵל.
English: Rabbi Yitzchak teaches that a communal leader should be appointed only after consulting the community, as Moshe said: “See, Hashem has called by name Bezalel.”
