וְטַעַם כִּי עַם קְשֵׁה עֹרֶף הוּא כִּפְשׁוּטוֹ, שֶׁיֵּלֵךְ בְּקִרְבָּם בַּעֲבוּר שֶׁהֵם עַם קְשֵׁה עֹרֶף, כִּי אַחַר שֶׁנִּתְרַצָּה לָהֶם הקב"ה יִהְיֶה ה' טוֹב לִקְשִׁי עָרְפָּם יוֹתֵר מִמַּלְאָךְ, וּמְבַקֵּשׁ לְהַגְדִּיל טוּבָם יוֹתֵר, כִּי הֵם עַמּוֹ וְנַחֲלָתוֹ. וְכַאֲשֶׁר בִּשְׁעַת הַכַּעַס הָיָה נוֹחַ לָהֶם שֶׁיִּשְׁלַח לִפְנֵיהֶם מַלְאָךְ בַּעֲבוּר שֶׁהֵם עַם קְשֵׁה עֹרֶף, כְּמוֹ שֶׁאָמַר (שמות ל"ג:ג') "פֶּן אֲכֶלְךָ", כֵּן בְּעֵת הָרָצוֹן טוֹב לָהֶם בַּשְּׁכִינָה בַּעֲבוּר שֶׁהֵם עַם קְשֵׁי עֹרֶף, שֶׁיּוֹתֵר יְחוֹנֵן וִירַחֵם עַל עֲבָדָיו. וְהַשֵּׁם עָנָהוּ שֶׁיַּעֲשֶׂה כֵן שֶׁיִּכְרֹת הַבְּרִית וְיַעֲשֶׂה בּוֹ נִפְלָאוֹת כַּאֲשֶׁר בִּקֵּשׁ "וְנִפְלִינוּ אֲנִי וְעַמְּךָ" (לעיל לג ח טז): וְאָמַר נֶגֶד כָּל עַמְּךָ , וְרָאָה כָל הָעָם אֲשֶׁר אַתָּה בְקִרְבּוֹ כִּי הַגְּדוֹלוֹת וְהַנּוֹרָאוֹת הָאֵלֶּה עִם מֹשֶׁה יַעֲשֶׂה אוֹתָם וּבַעֲבוּרוֹ, וְהָעָם יִהְיוּ בַּבְּרִית. וְלֹא יִתָּכֵן לְפָרֵשׁ שֶׁיַּבְטִיחַ לַעֲשׂוֹת עִם יִשְׂרָאֵל עַתָּה נִפְלָאֹת אֲשֶׁר לֹא נִבְרְאוּ מִקֹּדֶם בְּ

English: FOR IT IS A STIFFNECKED PEOPLE. This is to be understood in its literal sense. Hashem is to go in their midst because they are a stiffnecked people, for now that the Holy One, blessed be He, became reconciled with them, His Presence amongst those who are stiffnecked would be better than that of the angel. For He will want to increase their blessings more, since they are His people and His inheritance. 516 See Deuteronomy 9:29 and 32:9. And just as at the time of anger it was better for them that He send before them an angel, because they are a stiffnecked people, just as He said, lest I consume thee in the way , 517 Above, 33:3. so at the time of good-will it is better for them that the Divine
