Ramban on Ki Sisa 31:18

English: AND HE GAVE UNTO MOSES. This is connected with the end-part of the verse, where the word “Hashem” is mentioned, thus meaning: “and Hashem gave unto Moshe.” Just as Scripture mentioned concerning Hashem’s communicating with Moshe, And Hashem spoke all these words , 254 Above, 20:1. and with reference to the work of the Tablets of Law and the writing thereon it says, And the Tablets were the work of Hashem, and the writing was the writing of Hashem , 255 Further, 32:16. so also it says concerning the giving, and Hashem gave to Moshe .
