English: THE RICH SHALL NOT GIVE MORE, AND THE POOR SHALL NOT GIVE LESS. The meaning of this is that they should all bring the specified amount of money in equality. It would appear from this verse that if the poor man gave as his shekel-dues less than the half-shekel [prescribed by the Torah], he transgresses this negative commandment, since this verse constitutes a prohibition.
