Ibn Ezra on Tetzaveh 30:10

English: AND AARON SHALL MAKE ATONEMENT UPON THE HORNS OF IT ONCE IN THE YEAR. On the tenth day of the seventh month. 29 The Day of Atonement. [OF ATONEMENT.] The reference is to the blood of the bullock 30 Brought by the high priest on the Day of Atonement. See Lev. 16:3,6,18. and the blood of the he-goat. 31 Brought by the people on the Day of Atonement. See Lev. 16:9,18. The aforementioned is a yearly obligation. There is no reason for Scripture to mention the blood of the bullock brought by the anointed high priest when he sins and the blood of the bullock brought by the congregation when they sin. 32 The blood of these two offerings was also placed on the corners of the altar of incense.
