ושמרת את החוקה הזאת למועדה. למה נאמר? לפי שנאמר "והיה לך לאות על ידך", שומע אני אף הקטנים במשמע. והדין נותן: הואיל ומזוזה מצות עשה ותפילין מצות עשה, אם למדת על מזוזה שהיא נוהגת בקטנים כבגדולים, אף תפילין ינהגו בקטנים כגדולים? תלמוד לומר "ושמרת את החוקה הזאת", לא אמרתי אלא במי שיודע לשמור תפילין. מכאן אמרו: קטן היודע לשמור תפילין, הרי הוא עושה לו תפילין.
English: The Mechilta derives from “You shall observe this ordinance” that the command concerning tefillin applies to one who knows how to safeguard his tefillin; hence a minor who knows how to safeguard tefillin has tefillin made for him.
