וַיֹּ֧אמֶר פַּרְעֹ֛ה אֶל־יוֹסֵ֖ף אֲנִ֣י פַרְעֹ֑ה וּבִלְעָדֶ֗יךָ לֹֽא־יָרִ֨ים אִ֧ישׁ אֶת־יָד֛וֹ וְאֶת־רַגְל֖וֹ בְּכׇל־אֶ֥רֶץ מִצְרָֽיִם׃
And Pharaoh said unto Yosef, “I am Pharaoh, and without thee shall no man lift up his hand or his foot in all the land of Egypt.”

א״ר חייא בר אבא א״ר יוחנן, בשעה שאמר פרעה ליוסף ובלעדיך לא ירים איש את ידו ואת רגלו, אמרו אצטגניני פרעה, עבד שלקחו רבו בעשרים כסף תמשילהו עלינו, אמר להו, גונוני מלכות אני רואה בו.
English of Core Text: R’ Chiya bar Abba said in the name of R’ Yochanan: When Pharaoh said to Yosef, “Without you no man shall lift up his hand or his foot,” Pharaoh’s astrologers objected: “Will you appoint over us a slave whom his master bought for twenty pieces of silver?” Pharaoh replied, “I see in him royal qualities.”
On the daf / in context: The Gemara recounts the resistance of the Egyptian sages to Yosef’s sudden elevation and Pharaoh’s defense that he discerned in Yosef the marks of kingship (wisdom, strength, and beauty). The narrative continues with the test of the seventy languages and the addition of a letter from the Divine Name.
Type of Learning: Derash on the verse (Bavli sugya) — not a formal named middah of the 13; the sugya expands the narrative of Yosef’s appointment and the recognition of his royal bearing.
What Is Learned: Even when others object to the sudden rise of a former slave, the qualities of true leadership (wisdom, strength, beauty, and the ability to learn the languages of the world) are discerned by those who possess insight, and Heaven assists the chosen one.
