I am the God of Beis-El, where you anointed a pillar, where you vowed a vow to Me; now arise, go out from this land and return to the land of your birth.
Torah Temimah points to classical sources on the reminder of the vow.
TT lemma: אשר נדרת לי שם נדר.
English: They said: The Holy One, blessed be He, reminded him of the vow so that he would hurry to leave.
Derash on the verse (midrashic) — not a formal named middah of the 13. The mention of the vow is taken as a prompt for immediate action.
Hashem recalled Yaakov’s vow at Beis-El in order to urge him to fulfill it by returning to the land of his birth.
