יַֽעַבְד֣וּךָ עַמִּ֗ים וְיִֽשְׁתַּחֲו֤וּ לְךָ֙ לְאֻמִּ֔ים הֱוֵ֤ה גְבִיר֙ לְאַחֶ֔יךָ וְיִשְׁתַּחֲו֥וּ לְךָ֖ בְּנֵ֣י אִמֶּ֑ךָ אֹרְרֶ֣יךָ אָר֔וּר וּֽמְבָרְכֶ֖יךָ בָּרֽוּךְ׃

Let peoples serve you, and nations bow to you; be master over your brothers, and let your mother’s sons bow to you. Cursed be those who curse you, and blessed be those who bless you.

עוֹבֵד כּוֹכָבִים אֶחָד פָּגַע בְּרַבִּי יִשְׁמָעֵאל וּבֵרְכוֹ… אָמַר לְהוּ, וְכֵן כְּתִיב, אֹרְרֶיךָ אָרוּר וּמְבָרְכֶיךָ בָּרוּךְ.

English: A non-Jew met Rabbi Yishmael and blessed him… [another cursed him]… He said to [his students], “And so it is written, ‘Those who curse you are cursed, and those who bless you are blessed.’”

On the daf / in context: The verse is treated as already effective: the blessing or curse directed at a Jew is answered by the Torah’s own declaration.
