The Complete Passuk

וַֽיִּגְדְּלוּ֙ הַנְּעָרִ֔ים וַיְהִ֣י עֵשָׂ֗ו אִ֛ישׁ יֹדֵ֥עַ צַ֖יִד אִ֣ישׁ שָׂדֶ֑ה וְיַעֲקֹב֙ אִ֣ישׁ תָּ֔ם יֹשֵׁ֖ב אֹהָלִֽים׃

When the boys grew up, Esav became a skillful hunter, a man of the outdoors; but Yaakov became a mild man who stayed in camp.

Torah Temimah points to Avos deRabbi Noson.

TT lemma: ויעקב איש תם.

מְלַמֵּד שֶׁנּוֹלַד יַעֲקֹב אָבִינוּ מָהוּל.

This teaches that Yaakov our father was born already circumcised.

On the daf / in context: The description “ish tam” is linked to the status of being born circumcised.
